21st Century Cures, the FDA and the NIH

Rep. Eshoo believes strongly that our country needs a 21st century commitment to biomedical research and is proud to support increases to the National Institutes of Health (NIH) and Food and Drug Administration (FDA) budgets to save and extend lives, promote nascent industries and establish the U.S. as a leader in biomedical research and development.

21st Century Cures

On November 30th, Rep. Eshoo voted for the 21st Century Cures Act which passed the House by a bipartisan vote of 392 to 26. The 21st Century Cures Act included over $4.8 billion for the National Institutes of Health (NIH) and $500 million for the Food and Drug Administration (FDA). It also included $1 billion for opioid prevention and treatment programs and significant steps for mental health treatment

Included in the bill are reforms to the mental health  system; provisions to combat opioid addiction; improvements to the NIH and FDA; funding for the Precision Medicine Initiative; the Brain Research Through Advancing Innovative Neurotechnologies Initiative; the Cancer Moonshot Initiative; and pathways to move drugs and medical devices to patients more quickly, while maintaining standards for safety and effectiveness.

Rep. Eshoo’s legislation, the Strengthening Public Health Emergency Response Act was included in the final 21st Century Cures bill. This bill supports the development of medical countermeasures and improves the purchase of necessary vaccines, drugs, therapies, and diagnostic tools by the Biomedical Advanced Research and Development Authority (BARDA) in order to protect the United States in public health medical emergencies and biological crises.

Opioid Crisis 

Prescription drug abuse and heroin are wreaking havoc in lives and communities across the country. Expanding access to treatment, creating more disposal sites for unwanted prescription drugs, and promoting community recovery services are critical steps to address this nationwide problem

In July 2016, Rep. Eshoo was proud to vote for the Comprehensive Addiction and Recovery Act (CARA) (Public Law No: 114-198) which expands prevention and education efforts, while also promoting treatment and recovery from epidemics like opioid and heroin addiction.

Rep. Eshoo also voted in favor of the 21st Century Cures Act (Public Law No: 114-255 ) in December 2016, which included important funding and improvements to our nation’s substance abuse and mental health programs. The 21st Century Cures Act provides funding for FDA programs for treatment as an alternative to incarceration for mentally ill people, suicide prevention on college campuses, and screening pregnant women for depression. 21st Century Cures also reauthorized and updated prevention, intervention, and treatment programs that provide screening, assessment and mental health services for infants and children. The bill also provides $1 billion for grants to states to supplement opioid abuse prevention and treatment activities, such as improving prescription drug monitoring programs, implementing prevention activities, training for health care providers, and expanding access to opioid treatment programs
